Changes to program rules

At the meeting of the board of directors on June 18, members adopted changes to the rules of a number of Fonds de recherche du Québec – Nature et technologies (FRQNT) funding programs ahead of the upcoming competition.  

A new rule pertaining to equity, diversity and inclusion, as well as one related to open access to research results, were added to every program. 

 

SCHOLARSHIP PROGRAMS

Graduate scholarships: B1X (master's), B2X (PhD) and A2X (re-entry into the research community)

Eligibility conditions

  • Applicants must have been registered in a Québec university on a full-time basis (or equivalent) for at least two sessions in the three sessions prior to the competition deadline OR have a valid health insurance card issued by the Régie d'assurance maladie du Québec (RAMQ) or proof of RAMQ eligibility.   
  • To use a training scholarship outside Québec, the recipient must hold a valid health insurance card issued by the RAMQ or proof of RAMQ eligibility AND be a Canadian citizen at the time of filing. This no longer applies to permanent residents.

Scholarship rules

  • The 11th and 12th instalments are conditional upon the submission of the recipient's dissertation. The instalments will only be paid once the dissertation is submitted.   

Equity, diversity and inclusion 

  • In section 13 of the program rules, a paragraph on adherence to the principles of equity, diversity and inclusion was added.

Open access to research results 

  • In section 14 of the program rules, a paragraph on open access to research results was added. 

 

B3X postdoctoral research scholarship programs 

Eligibility conditions

  • Applicants must demonstrate that they have resided in Québec for at least six months in the seven months prior to the competition deadline OR have a valid health insurance card issued by the Régie d'assurance maladie du Québec (RAMQ) or proof of RAMQ eligibility. 
  • To use a training scholarship outside Québec, the recipient must hold a valid health insurance card issued by the RAMQ or proof of RAMQ eligibility AND be a Canadian citizen at the time of filing. This no longer applies to permanent residents.
  • Regarding the place of tenure, exceptionally, should an applicant demonstrate that his or her mobility is limited owing to a serious illness, disability or major family obligations, the research may be conducted in the institution that awarded the PhD.
  • Regarding the supervisor, exceptionally, should an applicant demonstrate that his or her mobility is limited owing to a serious illness, disability or major family obligations, his or her PhD supervisors and co-supervisors may supervise the postdoctoral fellowship when it has been demonstrated that no other individual can act as the supervisor. 

Rules for using the scholarship

  • Changes were made to reflect the new eligibility criteria listed here.
  • Regarding the term of the scholarship, the FRQNT has detailed a new procedure to apply for a third round of renewed funding. 

 

(SX) international internships program 

Limit on the number of applications 

  • Limit of two applications per strategic cluster. 
  • Only one of the two applications may be from a student enrolled outside Québec.  

Maximum amount awarded

  • The total amount of funding requested for both applications shall not exceed $15 000. 

Equity, diversity and inclusion

  • In section 13 of the program rules, a paragraph on adherence to the principles of equity, diversity and inclusion was added.

Open access to research results 

  • In section 14 of the program rules, a paragraph on open access to research results was added. 

 

GRANTS PROGRAM

Research program for college researchers 

Assessment criteria 

  • Criteria restructured, weighting adjusted, indicators and sub-indicators (EDI, experience and potential, quality of the application, etc.) added. 
  • New applicant guide added to the toolbox: list of objectives and values pursued by each sub-indicator.  

 

Research support program for new academics

Evaluation of applications

  • Development and reorganization of the entire section (major changes). 

Assessment criteria 

  • Criteria restructured, weighting adjusted, new indicators and sub-indicators (EDI, experience and potential, quality of the application, etc.) added.

Evaluation process 

  • Changes to the scientific review process: assessment by committee members (new members added). External support only called upon to fill committee gaps.

 

Team research project program

Eligibility conditions 

  • Further details on the team's composition as it relates to the new researcher statuses. 

Required documents 

  • Equipment grant: bids required for equipment that exceeds $25 000, taxes included. 

Evaluation of applications 

Assessment criteria 

  • Withdrawal of the indicator on the emergence of new research niches in criteria 2 since it is included in criteria 1.  
  • Addition of an indicator in criteria 5 on the efforts invested to provide a fair and inclusive training setting and attract students and fellows from a range of backgrounds. 

 

PARTNERSHIPS

Partnership research project program

General eligibility criteria 

  • A master's degree is accepted for college researchers (project leader and co-investigator). 
  • Researchers in a CIUSSS cannot lead a project. They can only be co-investigators. 
  • Co-investigators with other research statuses are now eligible. 
  • Researchers may be part of up two teams applying to a same competition as a project leader or co-investigator. 

Letter of intent and application

  • Addition of a section on presentation standards. 
  • Addition of a paragraph on institutional approvals and timelines.  

Description and nature of the funding

  • Addition that the partner must account for indirect costs of research of 27%.
  • Addition that reuse and the purchase of second-hand equipment are encouraged. 

Terms of payment of the grant

  • New section detailing the general conditions to receive the first instalment.

  • Doctoral research scholarships program for foreign students (DE) — Natural sciences, engineering and mathematics 
  • Doctoral research scholarships program for foreign students (DS) — Social sciences, humanities, arts and literature 
  • Ministère des Transports scholarships (A4X) 
  • Energy scholarships (A7X)
